Facial Skin Rash, What is it and the what causes it?

You are correct. You have seborrheic dermatitis. A contact dermatitis wouldn't be localized to only those areas that you've mentioned. And, hydrocortisone is relatively safe for the face, as it's not a fluorinated cortisone, so it has less chance of causing skin problems. But even so, use it cautiously. PS..sunlight is anti-inflammatory,so inflammatory conditions would be expected to resolve in sunlight.
