Will arnica gel permanently remove my dark circles under my eyes?

i generally use arnica gel 4 bruising n aches n pains, not think it remove dark circles.... i have dark circles under eyes, a genetic thing with me. Try cucumber, freshly sliced over the eyes or as 2nd best to that SBC cucumber gel kept in fridge or cold green t-bags over eyes. Other than that indulge in Touche Eclat to cover them up!
